Default Case Unsolved

Most of us are well aware of the pronouncements of several hands-on, active police ( those who served at the time of the skein ) and those who knew active policemen...regarding a solution to the WM.
In their words, there was none.

Let's set those words aside for a moment and focus on the actions of the Police within a 30 year time frame ( 1888-1918 ).

What specific actions indicate this to you ?
