As usual, laws nab law abiding people trying to improve life. Meanwhile the registered lodging houses had horrific reputations. Remember the recent posts about the slimy, filthy lodging house where the lodging house keeper was a blind man who couldn't get any support or help from the owner? Those went on but General Booth's establishment needed extra scrutiny. Bureaucracy in action!
