One more comment on condition. One reason for this insistence is that paper can continue to deteriorate rapidly. There are problems with acid content and a number of other things. Whoever buys, and thus collects, old paper, has to look ahead to proper preservation and to consider what happens to value if it all falls apart.

A friend of mine had an old comic book and was advised to preserve it in sealed plastic by using a Daisy Seal-a-Meal. (I don't know a generic term for that product but I think I made my point?)

I bought a huge bag of old newspapers (1898) from the western US for $1.00 at a yard sale. They are amazingly tough and I think of what I have heard about the old rag content in newspapers. They feel a little bit like fabric. I also remember hearing that Egyptian mummies were so plentiful that a number of them were used in paper production in the 1800s.
